The proposed change allows for the construction of 90 two-story condominium dwelling units, with attached 2-car garages, 222 visitor parking spaces, a common swimming pool, playground, 3,281 square-foot recreation building, entry gates, perimeter walls, private roads, detention basins, landscaping, and other site improvements approved by the Planning Commission with Special Use Permit (PZ 19-500-04).
The City Council approved a series of changes that include a General Plan Amendment to alter the 2030 General Plan land use designation of a 7.61-acre site located along the south side of Fifth Street at the intersection of Portofino Place (south of the Oxnard Airport) (APNs: 185-0-221-025, 185-0-221-265, and 185-0-223-015) from Business Research Park (BRP) to Residential Medium (RM) (PZ 20-620-02), a Zone Change to convert the zoning of the project site from Business Research Park to Multiple-Family (R-2) (PZ 20-570-02), and a Tentative Subdivision Map (Tract No. 6064) for condominium purposes, combining three existing lots into two lots (PZ 20-300-02).

Encanto Homes Affordable Housing

The project seeks ministerial approval for a Density Bonus Permit that would enable a 23 percent density increase, allowing for an increase in the maximum number of units from 22 to 27. Out of the 27 homes, 20 will be market rate, and the remaining seven will comprise of affordable units, with three units reserved for low-income households and four units for moderate-income households.
The Applicant submitted conceptual plans for site design review by the Development Advisory Committee (DAC) under file PZ 19-150-06 Pre-Submittal Review on November 25, 2019. During this period, the Applicant was collaborating with the Oxnard Union High School District (OUHSD) to obtain ownership of the property.

The proposed Project, which involves the construction of a hotel, falls under the commercial use category. The Planning Commission reviewed the proposal and concluded that it was in line with the 2030 General Plan land use designation. The Project is situated in the C-2 zone, and according to the Oxnard City Code, a hotel is permitted in the C-2 zone, as stated in OCC Section 16-136(A)(1), which permits all related uses allowed in the Commercial Office zone (OCC Section 16-107(C)) to be authorized in the C-2 zone, subject to approval of a SUP.
